RCL, with the financial assistance of Asian Development Bank (ADB) launched a project in the intent of identifying efficient lighting technologies for residential sector and preparing application guidelines for a large scale sustainable program. The baseline survey has been already completed in success which helped to get an idea about the range of lighting technologies presently used in residential sector, usage trends and perception and affordability of energy efficient lighting products.

Promotion of affordable energy efficient lighting products primarily in the residential sector would not only result in lower electricity costs to consumer but also bring system demand benefits to electricity utilities.

			<content:encoded><![CDATA[<p style="text-align: justify;">The primitive objective of the project is to identify efficient lighting technologies for residential sector and prepare application guidelines for a large scale sustainable program. The project includes a policy study on efficient lighting and development of a roadmap for implementation based on good international practices. This project is funded by the Asian Development Bank under a Technical Assistance Agreement executed on 27 January 2011 titled TA-7778-SRI: Implementation of Energy efficiency Policy Initiatives.</p>
<div id="inset-right" style="text-align: justify;"><a href="http://www.rclsa.net/wp/wp-content/uploads/2011/12/house1.jpg"><img src="http://www.rclsa.net/wp/wp-content/uploads/2011/12/house1.jpg" alt="" title="house1" width="226" height="149" class="alignright size-full wp-image-1176" /></a></div>
<p style="text-align: justify;">The key objectives and outcomes of the project are as follows;<br />
• Assessment on lighting and energy efficiency awareness in residential sector through a comprehensive survey targeting all consumer segments (low, medium and high).<br />
• Comprehensive lighting product survey report based on international and national best practices and applications.<br />
• Determination of affordable energy efficient lighting products suitable for Sri Lanka by way of field trials of around 2000 households.<br />
• Development of energy efficient lighting product application guidelines tailored to all customer segments.<br />
• Preparation of a distribution plan for the lighting application guidelines.<br />
• Development of national policy for energy efficient lighting and roadmap for large scale dissemination.<br />
• Development of lamp waste management strategy and plan to ensure safe disposal of lighting products and minimizing mercury contamination.<br />
• Conduct of a workshop for the dissemination of energy efficient lighting information to stakeholders.</p>
<p style="text-align: justify;">The project was initiated with a conduct of baseline survey which targets approximately 2000 households. It will help to understand the range of current lighting technologies in households, usage trends, current disposal practices of busted lamps, awareness, perception and affordability of energy efficient lighting products. This was followed by a market survey on energy efficient lighting products suitable for domestic application and determines the type of lighting technologies that could be adopted in this<br />
project. Major electrical retailers and local lighting manufacturers were interviewed to determine the energy efficient lighting products available with them and also to assess their awareness and knowledge on energy efficient lighting.
</p>
<p style="text-align: justify;">Baseline survey and lighting product survey were completed successfully and presently we are in the stage of procurement and installation of lighting products. It is envisaged that the procurement will be via National Competitive Bidding (NCB) and the scope includes supply, installation and safe disposal of the replaced lighting and fittings. The lighting supplier will be responsible for the installation and it should be supervised by certified electricians. A post installation survey is to be conducted 6 months later the completion of installation and it will focus on lighting quality issues, reliability, customer satisfaction and willingness to adopt energy efficient lighting technologies in the future. Following a detailed analysis of the results of field testing and post-installation survey the lighting products would be appropriate for inclusion in the lighting products application will be determined. In addition to lighting product technologies, energy efficient lighting designs and controls for residential sector will be reviewed and selected. Lighting product and installation guidelines for urban and rural residential and small business applications is to be formulated for publication and distribution. A relevant policy on energy efficient is to be developed and a roadmap for maximum dissemination and utilization of energy efficient lighting and systems in Sri Lanka. The roadmap will evaluate three different scenarios and will incorporate lighting guidelines for all consumer sectors. These will be assessed based on energy demand impacts on the system and financial and economic benefits to the stakeholders. The incremental impacts of Green House Gas (GHG) emission reduction and Clean Development Mechanism (CDM) for each will also be assessed. Furthermore it includes a study of current practices on lamp waste management and development of guidelines for safe disposal.</p>
<p style="text-align: justify;">Promotion of large scale utilization of affordable energy efficient lighting products primarily in the residential sector would eventually result in lower electricity costs to consumers and system demand benefits to electricity utilities which have experienced significant growth in electricity demand due to enhanced economic activity in the country.</p>

University of Moratuwa will play the role of the academic entity and RCL will play the role of the
coordinating entity of each of the activities respectively. The Lighting Research Centre (LRC) of the
Rensselaer Polytechnic Institute of USA will be the principal knowledge partner of the RCL.

• Jointly establish and assist activities related to Educational aspects in Lighting at the level of Tertiary Education as appropriate to promote and strengthen the knowledge acquisition.<br />
• Jointly conduct short courses and training programs in Lighting in order to upgrade the knowledge and develop related skills of practitioners.<br />
• Provide assistance to share experience of best practices among academics and practitioners in the area of Lighting.<br />
• Promote and assist industry based research and development projects identified through this initiative.<br />
• Encourage academics and researchers to work closely within the scope of this initiative.<br />
• Exchange information and experience resulting from the overall cooperation.</p>
<p style="text-align: justify;">RCL and University of Moratuwa expect to form a working group with representatives of both parties to take this initiative forward.. </p>

<p style="text-align: justify;">Lighting uses approximately one-quarter of the nation&#8217;s electricity. In the commercial sector, it may represent 40-50% of a building&#8217;s total load. Together, commercial and industrial lighting account for a large percentage of utility daytime peak demand. Yet most existing lighting systems, designed before energy prices jumped in the early 1970s, are inefficient. Recent advances in lighting technology offer utilities and their customers the opportunity to save energy and reduce daytime peak demand. To help customers plan energy-efficient lighting systems consistent with utility demand-side objectives, utility representatives need to be well informed about the state of the art in lighting.</p>

<p style="text-align: justify;">Lighting accounts for about 20% of total U.S. electricity use; in the commercial sector, about one-third of electricity consumption and 25-40% of daytime peak demand are directly attributable to lighting. EPRI analysis indicates that if all technically possible energy-efficient lighting technologies were implemented, the consumption of commercial lighting electricity could be reduced by 22-56% by the year 2000. To achieve the maximum potential savings, utilities need easy access to information on high-efficiency lighting technologies and their proper applications. But information on lighting technologies and R&#038;D activities is often difficult to find because of the diversity of sources and the wide variety of industry activities. Electric utilities and others in the lighting field need a comprehensive resource book that consolidates this information.</p>
